The resolution cites House rules that members “shall behave at all times in a manner that shall reflect creditably on” the lower chamber. It calls for the House sergeant at arms to provide a list of who participated in the singing disruption within a week of passage so they may be “removed from any standing committee” for the remainder of the current Congress.

Original Disruption During Trump’s Address

The drama began when Rep. Al Green stood and shouted during President Trump’s address to a joint session of Congress on Tuesday. Despite Speaker Johnson’s warning to maintain decorum, Green ignored the directive and yelled, “You have no mandate to cut Medicaid!” – a program Trump has explicitly stated he has no intention of touching.

Johnson ordered the House sergeant at arms to remove Green from the chamber. The following day, Republicans moved swiftly to censure Green for his behavior, with the Texas Democrat defiantly stating he would “do it again.”
