Johnson is already planning on moving rapidly, saying the GOP “wasted at least a couple of months” during the first quarter of former President Donald Trump’s term; he surmised the GOP was not prepared because they thought Hillary Clinton would win the election.

“The cautionary analysis on that is that we’re going to have such an aggressive first 100 days agenda if we get unified government, which we anticipate will have, that it might encumber that agenda somewhat if you then have to deal with the appropriations process,” Johnson said. “So we’re very carefully analyzing the number of calendar days that we’ll have to work, floor time, all the rest — everything that will be required to achieve all these big goals that we have. So that’s the analysis and there are a number of ideas on the table right now.”

Johnson assessed that the GOP in 2017 didn’t take full advantage of the budget reconciliation process. The process can be used to pass bills on multiple issues. He said the party was focused on tax cuts instead.

The goal of the process is to work between the Senate and House to adopt a budget resolution that is designed to cut spending and decrease tax revenue. It takes coordinated work between the parties to develop the legislation and meet specified deadlines.

As the budget reconciliation process unfolds, the Senate and House send their approved legislation to the White House for the president to sign the bill into law.

This process can be streamlined and finalized quicker if one party holds the majority in both houses and the White House. Republicans hope to achieve the trifecta of majority political power at the ballot box in November.
